The Council Regulations
Chairman
The Council members chair the Council in turn. The Chairman of the Council is rotated annually at the beginning of the calendar year.
The duties of the Chairman of the Council include:
(a) representation of the Council in contacts with the authorities and other non-governmental organizations, at public events and in the media;
(b) summarizing proposals received from the Council members and formulating the agenda of the Council meetings;
(c) submitting draft resolutions on current and urgent issues of the Council's activities to the Council for voting;
(d) convene, organize, and provide technical support for the Council meetings;
(e) signing appeals and letters on behalf of the Council and on its letterhead, as well as memorandums of cooperation aimed at implementing the Council's decisions;
(f) financial support of the current Council's activities, except for special events financed by the Council members jointly through targeted contributions.
In some instances, the Chairman of the Council may delegate to another Council member or the Executive Secretary the performance of representative functions or other specific duties of the Chairman of the Council.
In case of prolonged inability of the Chairman of the Council to fulfill their duties (more than three months), the Council, at the initiative of the majority of members, may vote on the issue of early rotation of the Chairman of the Council.
